20 minutes to 250?

I almost never use just the bottom element but used it for reheating something I wanted crispy on the bottom. It took 20 minutes to get to 250. I had it set for 350 but gave up. Is this normal? I understand the bottom element isn’t as strong as the top/read, but still…

The item in the oven was from the fridge and small, not some big frozen thing.
