About to cook my first boneless rib eye steaks – four of them about 1.5" thick. My question is can I lay all 4 in the same bag flat in the bottom of the container, or do I need to put each one in a separate bag and clip them to the side of the container?

You’re good laying them all next to each other! Just make sure they aren’t stacked, but touching edges is ok, and laying along the bottom is fine. Post your results!
I always found it simpler to bag everything individually, although as @colewagoner pointed out, so long as they aren’t stacked, it really doesn’t matter.
I have never once felt the need to clip anything to the side of the cooking vessel.
