I ran my oven at 165 F sous vide mode 100% steam. After 24 hours, the water dropped maybe 1/2 to 1" max in the tank. Is this correct?

Yes it is. These don’t use a ton of water to maintain the relative humidity.

Totally normal! The oven is nicely sealed, once your humidity level has been reached, the oven does not use much water!
