We have two ~7 lb. raw, frozen turkey breasts. We would like to thaw them, sous vide some portions (and grind the rest), slice it for sandwiches, and the refreeze those. Is this safe?

Probably. Time warmer than 40ºF (frozen) and cooler than 140ºF (cooked), in the danger zone must be minimized. Of course the devil is in the details.
It behooves all home cooks to be familiar with Food Safety and aware of the hazards of common home kitchen practices..
