Skirt Locking Function -- won't come off?

I’ve just got my new precision cooker, new out of the box, haven’t used it yet. I’m trying to take off the stainless skirt, but when I twist it all the way to the left, it won’t come off at all. The twisting mechanism is super stiff as well. Anyone else have this problem?

I have not heard of this issue previously in the forums.

After you twist keep working it pulling and twisting a little.  Mine was very stiff at first now it almost to loose.  It loosens up as  you use it.
