Does the cooker need wifi setup and bluetooth connection every single time I plug it in? Or are there presets that are typically saved once I set it up?

No, it should stay connected after your initial set-up with Wi-Fi or Bluetooth.
I set mine up on my WiFi back in December '17. I’ve unplugged my Anova and plugged it in again dozens of times. I’ve taken it over to friends houses to cook at their places a few times.
It’s never had a problem reconnecting to my WiFi network at home with no further actions on my part needed.
