I just got a new Precision cooker 3.0. The cooker is taking over an hour to go from 115f to 190.
I’m using about 6 quarts of water.

It’s normal not to get an answer from Anova staff here, and the anova cs people are rank at what they do!
Likely they will simply ship you another unit regardless of “normal” or not IF you are in fact referring to the oven, otherwise try asking in APC section for sous vide stick wand.
